Moroccan Sahara: From a 'Reactive Approach' to a 'Logic of Initiative, Firmness, and Proactivity'

Under the visionary leadership of His Majesty King Mohammed VI, Morocco has initiated a paradigm shift in its approach to the Sahara issue, imposing a new dynamic of change on the international stage.

Morocco's claim to the Sahara is deeply rooted in centuries of cultural, social, and political ties between the Kingdom and the region. His Majesty the King has broken away from the traditional "reactive approach," embracing instead a "logic of initiative, firmness, and proactivity." This royal approach, based on a clear and constant vision, has guided Morocco's actions in recent years, demonstrating a "determined and serene" stance that optimizes "all available means" despite a complex international context. The Kingdom's strategy focuses on demonstrating the "justness of its position" and its "legitimate historical rights" over the Sahara, encompassing diplomatic efforts, economic development, and regional integration initiatives.

Morocco's commitment to the Sahara extends beyond sovereignty claims to comprehensive development initiatives that address social, economic, and cultural aspects of life in the region. These efforts underscore Morocco's dedication to the well-being of the local population and reinforce the legitimacy of its governance. Furthermore, Morocco has positioned the Sahara as a crucial link between the Kingdom and sub-Saharan Africa through strategic continental initiatives launched by His Majesty the King. The Morocco-Nigeria gas pipeline, the African Atlantic States Process, and the Royal Initiative to promote access to the Atlantic Ocean for Sahel countries demonstrate the Sahara's pivotal role in regional integration and development.

On the diplomatic front, Morocco's efforts have yielded impressive results. The erosion of support for the polisario separatist entity is evident, with 164 out of 193 UN member states, representing 85% of the international community, refusing to recognize it. Conversely, over 112 countries worldwide now support Morocco's autonomy initiative under its sovereignty, including nearly three-quarters of African nations. Significant diplomatic breakthroughs have further strengthened Morocco's position.

The United States' recognition of Morocco's sovereignty over the Sahara marked a major shift in international dynamics. France's clear support for Morocco's sovereignty over the entire Sahara territory has been a game-changer. As a permanent member of the UN Security Council with deep historical knowledge of the conflict, France's backing significantly bolsters Morocco's stance. Spain's support for autonomy within the framework of Morocco's sovereignty represents a crucial endorsement from a key regional player. Additionally, a majority of EU member states have evolved their stance in favour of Morocco's position, reflecting a growing consensus in Europe.

While not explicitly recognizing sovereignty, Russia's extension of its fishing agreement with Morocco covering the Sahara waters indicates a de facto acknowledgment of Morocco's administration of the region. Moreover, the opening of 28 Consulates General in Laayoune and Dakhla by various countries and the Organization of Eastern Caribbean States (OECS) serves as tangible evidence of international recognition, further legitimizing Morocco's position.

The separatist claims have been significantly weakened by this erosion of international support. With only 15% of UN member states recognizing the separatist entity, its legitimacy on the global stage has been severely undermined. Morocco's autonomy initiative offers a pragmatic and inclusive solution that respects both Moroccan sovereignty and local governance needs. This proposal has gained widespread international support as the most viable path forward, effectively addressing and surpassing alternative solutions.

Looking to the future, Morocco remains vigilant and continues to build on its achievements. In today’s Royal speech, His Majesty the King has mobilized all of the country's vital forces to further explain the fundamentals of Morocco's position to the small number of countries that have yet to align with the Kingdom's stance. This responsibility extends beyond official diplomacy to include parliamentary and partisan diplomatic efforts.

Equally, the integration of the Sahara into major continental initiatives solidifies its position within Morocco and promises significant economic benefits for the region and the continent as a whole. As the Sahara becomes an economic hub under Moroccan sovereignty, the practical and economic arguments for Morocco's position grow ever stronger.

In conclusion, Morocco's claim to the Sahara stands on firm ground, supported by historical rights, international law, and growing diplomatic recognition. The Kingdom's proactive approach, focusing on comprehensive development, regional integration, and diplomatic engagement, demonstrates its commitment not just to sovereignty, but to the prosperity of the region and its inhabitants. The rightness of Morocco's cause is evident in the broad international support it has garnered, the tangible development efforts in the region, and the strategic vision that positions the Sahara as a key player in African economic integration.

As more countries align with Morocco's position, it becomes increasingly clear that the Moroccan autonomy initiative represents the most viable, beneficial, and just solution for the Sahara region, its people, and the stability of Northwest Africa. The Kingdom’s unwavering commitment to resolving this issue through diplomatic means, coupled with its concrete actions to develop the region, presents a compelling case for international support. Finally, Rabat's approach not only addresses the political aspects of the Sahara issue but also promises a future of economic growth, regional cooperation, and stability for the entire region.
